If you want an ugly hole, you can use what the other answerers have given you.
If you want a neat hole with a metal ring around it, do an eBay search for "grommet tool" or "grommet setter".
It's an easy tool to use. You carefully punch a hole in the material with a knife or scissors, then you slip one half of the grommet through the hole. The other half of the grommet slips over the first half. You then put the tool over the two pieces and hit it with a hammer.
Some tools are more sophiscated and expensive. The lowest-cost ones require hitting with a hammer. The expensive ones work like a stapler (no hammering).
Keep in mind that different size grommets require different size tools. Make sure you get the correct size tool to fit the grommets you're getting.

To make extra holes in a belt, I use a skewer or sharp knife - I know the holes cannot be seen and ruin the whole thing.
Pop into a key cutting place or shoe repair shop if it is just one hole you are after - they will do it for you.
Otherwise, cannot help!!!

Find an old fashioned hardware store. They should, hopefully, have a hole punch that will do it. Remember to twist it a bit as you use it: it punches easier that way
