A pool pro shoots for 1 /16th of an inch max out of level or less. It's not noticeable at all from 1/8 to 1/4. Anything more and I would have no trouble spotting it.
Any reasonable amount of off level, won't impact the integrity of the structure, just appearance. You could get away with 2 inches out, it would just look horrible.

You should try to keep a pool that size level across the diameter with an error of no more than 1-1 1/4 inches. You need to keep it level so that when you cause the water to move within it when there is a lot of activity present from putting too much pressure on the lining/sidewall.
