First. If you are not from Venezuela, you can't really talk.
And by, "being" from Venezuela I mean actually being IN Venezuela: living, working, studying and living with all the current situation and the mess Mr. Chavez has only contribute worsening throughout the 8 years - so far - of his presidency.
A lot of people like him, sure. That does not make him a good president. Much less "the best".
He doesn't seem to be aware of the actual situation of the country. Venezuela is a country with a lot of money and resourses, but if you see Venezuela, you won't see this at all.
Mr. Chavez and his goverment have a great eye for patches. They patch everything here and there, they don't really solve issues. Sadly, most venezuelans are ignorant and innocent, and they adjust and follow everyone with a sweet talk and that is willing to give them a quarter, because they don't understand they deserve more.
Mr, Chavez spends money in things Venezuela does not need: he buys a new plane (and not any plane, a very VERY expensive plane), he travels to places that he doesn't need to travel, he gives money to other countries, but does not give money to its own, he changes names thinking that he's changing institutions and spents billions of dollars in new stationary for them and his citizens.
The only thing I'd say is working best is the equivalent for the IRS in Venezuela, the SENIAT.
A good president is the one that put his people's interests and needs first and one that can guide a country to a great future aside of his inner desires and conveniences. Mr. Chavez doe snot do that.
He likes where he is, because is confortable and because he gets to spend like crazy... something he never had the chance to do before. He over quotes Bolivar, but has been seduced by power and will not leave it. Bolivar used to say 4 years in the president seat was enough: power is seductive and distracts men. He said that more than that was dangerous for any country. That's the only thing Mr. Chavez forgets.
He has had great chances and opprtunities to do a great work. Venezuela has not improved at all during his time. That, to me, does not make a good president, Much less a "best" one.
He'd be better off working on Television or lobbying for a wealthy industry. He knows how to talk, no doubt, and to sweet talk. A very interesting person indeed. But not a good president.

The USA has lost it's credibility, and is losing it's stranglehold on the rest of the world.
Hugo Chavez is a clear example of what can be achieved when countries disregard their orders from Washington:-

But of course the people in power in the USA have labeled Chavez a terrorist, communist, dictator, etc. etc.
And, who could forget, Venezuela has oil, lots of oil, enough to bring prices down.
Around the world, whenever an alternative political systems have emerged they have been brutally crushed, or isolated by our ruling elites for what they call "the threat of a good example"
