It's a compressed file like *.zip, etc.

You can open it with many programs including winace (that I use).

The unix command is tar - xvf filename.tar * This will untar the file in a unix environment. The newest version of winzip should do the trick if its a windows environment.

That is a packaged file usually associated with Unix or Linux. You can try to open it with winzip or something like it.
