8/18 divided by 2 = 4/9. This is the lowest term because you can't change the number in any way to a fraction with smaller numbers in it both above and below the line.
To write a fraction in it lowest term, you find a number that will divide evenly into both the top and bottom numbers of the fraction you want rewritten. If both numbers of the the new fraction can't be divided evenly by another number, making it smaller, this has to be the lowest term. If the can be divided evenly, you must continue dividing them until you have the lowest fraction, or term.
