if you just mean from websites in general, your only option is to upgrade your internet speed with your ISP. or find a server offering that file which is physically located closer to your location - but that is time-consuming and the speed difference would be barely noticeable.
however, if you mean your download speed while using programs like limewire/bittorrent then you can speed up your downloads by tweaking settings in your router if you have one.

Get a faster connection. If you are on DSL, there are companies that offer DSL at various flavors, some faster than others. As time goes on, DSL and other types of connections will be sold at various speeds and price points.
