See if you can find a place that gives riding lessons, and purchase her a few for her birthday. Also, I don't know if you have anything like it in Utah, but near where I live there is a miniature horse farm where you can pet the horses and they put on a show.

I would say plan her a party where her friend and her can go horseback riding. She probably would really enjoy that. Or better yet you can take her to a farm and ask the people there if she can work with the horses. Maybe she'll even grow up with a job there or even better.

Go to a fabric store and see if they have a fleece pattern w/ horses on it. Make one of those no sew blankets... ( gift wise from u)
She can have a theme party have a few of her friends go riding with her on a ranch...
design a horse cake...
