She's a townie. I have seen her in Pleasentview, but I think u should be able to find her in any 'hood.

if its in university then she goes to Acedemi Le tour if not then i think she is in Plesent Veiw

she's an NPC (non playable character) so if you want to play her you have to get her to move in with someone
