Rubis or Mehaz tweezers. You can get them at Sephora, they are like $50...but TOTALLY worth it. I use them on my eyebrows, they will tweeze hairs that are even THINKING about growing in!

Buy something with a pointy tip so it's easy to grab the hair. My favorite is La Cross, but I'm sure others are just as good.

Each pair even within the exact same brand and style are different. Since some hairs can be stubborn, you may have to modify the tweezers. If they don't hold on well enough to pull the hair, rough up the inside of the tips with some sand paper. This will help you get a grip on the hair.

use the flat edged ones as opposed to the ones that have an angle... hope this helps, but dont do it unless you have to becasue they will grow in thicker, trust me!!
