I'm not really sure but my husband is from South Carolina and they seem to have a pretty good education system and I have never had any problems. It is also a beautiful state.

The state of denial.. no state is safe.. try maine never been there but would love to go someday.
As the US continues into wars across the ocean the inner wars of the country are neglected and getting out of control. The rate of unemployement will continue which makes for idle hands and people will continue to starve and try to stay alive anyway they can. So good luck in raising 4 kids in this day and age and I hope that when all is said and done there is not a bush in office that will send them to war to be killed...

The best state to raise a child in regards to safety and eduction, is Texas. Cost of living is low, teaches are paid slightly above the median, and, well, it's overall better.
The worst state is Louisiana - no formal system, eduction is the lowest there.

Michigan and Massachusetts are some of the best states for public education. However, Mass can be very expensive thus I recommend Michigan. Cold perhaps but nice summers, good schools, and safe.
