Because he was essentially asking permission - which our ambassador to Iraq essentially gave him. Read the transcript of their discussion - it's available on the net. Be warned, though - Saddam doesn't come across as a monster in that transcript so you might have to rethink some of your ideas.

In fact... the manuscript of Saddam and our Iraqi Ambassador discussing the 'border dispute' levies much more difficult things to swallow, other than Saddam being a monster.

The easiest way to answer this question is for me to tell you to look at the previous twenty years of US involvement in the Middle-East and with Hussein... and then it becomes very clear what his reasoning was, when he was consulting with the US.

It is my understanding that he notfied the US Ambaassador to Iraq at the time, that he would be taking military actiona gainst Kuwait in a border dispute and was looking for assurances that the US would not get involved. Our government assured him we would not get involved in a border dispute.

However, given the size of the two countries, it was incredibly naive (or intentionally naive) to believe Hussein would not completely invade his tiny, oil rich neighbor.

Because he was given the green light by the people who armed him for the purpose, and then was the patsy when he tried to reunite Kuwait with Iraq which it had once been part of.
