it is totally up to her...if her hair is real fine on the tops of her legs, then she doesn't have too...most women do though...just depends on how she feels about it...i don't and have never shaved the tops of my legs and you can't even tell...

Shave your entire leg. Its old school not to shave the top of your legs.

It's all a matter of personal preference, I didn't use to shave my thighs, but I had really fine hair, when my hair started getting darker and more noticeable, well, then I shaved it all off and still do.
