Before becoming a Human Resources consultant, you must have experience in the field before anyone will take you seriously. Also, most firms have their own Human Resources Department and many small business are too small of an employee base for that type of service.

My advice, work as an Employee Relations Manager for a firm's Human Resources to see if this is something that may interest you in the future.

Before starting your own business it's a good idea to draw up a business plan that covers all aspects of your proposal.
In this case, I'm not sure who your clients would be. Human Resources usually work within the personnel department of an organization. Are you proposing to serve that function for businesses that do not have their own human resources department? Where will you draw your client base from?
Once you have answered these questions and determined if there is a market niche for you, you will want to draw up a set of fees that will cover such things as office rental, phone services, computer services etc.etc. plus your time, with an allowance for unforeseen contingencies.

try to learn SAP Hr and try to work for some time in this related field.After some years u can get some idea,then u can start ur own consultancy.
