I usually clean it with Simple Green which you can get at a hardware store, but any degreaser will do. You could use dish soap if you wanted. I clean it again after so that I remove any grease and such that I might have missed before painting/sealing it.

you can clean the metal with an alchol (something that evaporates quickly and is not flamable after so) or soap and water will work. Or you can use a wire wheel and clean off the metal.
Either will work. I suggest the wire wheel (attached to a drill or something depending on how big the piece of metal is)

Use a wire brush on the spot to be welded, the rest will burn off when you weld.

Oh wow, bad memories, I worked with my dad one summber and we built a pool fence. He made we wipe down every single piece of steel with paper towels. I didnt put anything on them, and I'm sure I didnt get all of the grease off, but it got enough off, that the paint stayed.

basically anything that would remove the oil and leave u with a clean bare surface and no residue...dish liquid would work just fine
