Then America would be no better than any of the communist/ dictatorial regimes!
I think most parents, who would like to give a good quality of life and would want to build up close nurturing relations whith their children would try and limit their families to 2 kids (or 3 kids atmost) - education and bringing up kids is an expensive affair.
I have heard some people say "Oh I earn enough to bring up 4 or 5 kids!' but they forget there is only one earth we all share and it is bursting at seams! 2 kids would ideally mean one kid replacing each parent - thus keeping the population in control.
Today our kids have to fight for some basic resources as good school (not every parent is lucky enough to get a school of their choice for their children) - I hope tomorrow it doesn't extend to a roof on one's head or food to eat!

Well i don't know how that worked for the Chinese. By some accounts it has resulted in misogyny. China now be faced with having too few women in the future. I don't think that this will happen in North America. In 2005 the birth rate in the US was 14.4 for 1000 people. The population was:
295,734,134 (July 2005 est.) There is a 12 year decline in the teen birth rate. I believe in a zero population growth...but it won't be acted upon in the USA.

Ah geez... I think it would be great to live in utopia. People in the USA are required to pass a test to drive and can have that privilege revoked. They still drive! Who is going to enforce a license for parenting in this puritanistic country where, as Monty Python said,"Every Sperm Is Sacred..." Once the woman conceives.........

Considering the amount of kids w/o parents in many third-world countries, then I say Americans should have up to 2 kids, and if they want more, then they should adopt them from other places.

As long as the parents can support the children then I don't see why it matters to other people how many kids a couple decides to have.

Sometimes I think you should have to pass a basic intelligence and psychological test to have kids, but then we'd lose 80% of the world's population.
