Generally puberty average time end among 16-18 years.
Then skeleton reaches its max (genetic) measures and there is nothing to do for increasing it since any bones is tightly interconnected with the body.
Therefore, the growth at 21 already is an unusual case and now anything can be possible for you!

NO not usually 21 is the last "growth spurt" you should have
