Nobody because that idea f***ing sucks! A Clockwork Orange is a classic and shouldn't even be touched! If it WERE to be remade I am sure they would cast someone with TALENT. Bam Margera is a dirty grease ball asshole, and you should be smacked for even suggesting this idea.

Obviously, the cast, but; they probably won't want to mess with a masterpiece. It was a period piece and there is no need to revisit that period. You can see what a mess they mad out of remaking Rollerball. They should try some thing different altogether. I am thinking something with an STD. Pitch that, a perverted view of casual sex that assumes death is unavoidable. Your characters all but want to die having sex. They find it a rush. The catch is that they are black widows, girls, and after they have sex with you they shoot you dead. that would sell but you would have to work your characters into the framework. Some people like to be the victims.

No one. The unending tide of re-makes is part of the reason that the movie industry is losing money hand over fist-- there's no more originality left.
Aside from that, I doubt that the Kubrik estate will ever allow a remake of one of his more beloved films, especially with a cast that gained notoriety on an MTV show about hitting other men in the groin.

God forbid that anyone should EVER attempt to re-make this film. It was a one-of-a-kind coupling of an aggressive young star on the way up (Malcolm Macdowell) and a director at the zenith of his powers (Stanley Kubrick). It doesn't need to be re-made; just watched again and again.
