so here's the deal my mom has this flower bed in the backyard that she keeps hinting for me to dig out and i asked if i could put a hot tub back there and she says if you can figure a way to do that you can but more than likely she wants it to be just a fish pond but i'd really enjoy having my own hot tub in my backyard i've already tried google and all i found was buying an instructional guide and buying my own

Actually, you could do most of this yourself. I made mine out of 4 inground vinyl pool corners, bolted together. I drilled out both a suction hole for a suction grate and 4 return jets in the wall sections.
I built the tub as I would have built a IG pool, but left it 1 foot out of ground, for a wooden deck to surround it. It's vinyl lined inside, custom made for the tub and depth of excavation.
My total cost for everything was 25 bucks. I used wall corners from a pool we removed at work, all the plumbing was recycled as was all the fittings. The heater and filter with dual speed motor were taken from the trash and re conditioned using used parts. The wood for the decking was aquired from a deck that I knew was being removed and I sanded down. I called in a favour at our pool supply distributer and he made me a liner for 25 bucks.
Hit your local pool builder, he may have "junk" that you can use. Failing that, with a little hunting, you could make one, like I did for under 400 bucks
. I suggest you don't do the electrical, other than digging the trench for the wiring, other than that, this is an easy home project, one that only took me 2 days to complete everything and have heated. That was 15 years ago and I enjoyed yet another soak in it tonight.

You sound like someone who normally does not tackle home improvement projects. Therefore, I suggest you let a professional do this because....
1) If the job isn't done right the hottub won't work.
2) The hottub has to tie into the house plumbing system.
Any type of work that adds value to your home will require a permit from that city, unless you like paying fines.
Have you or your mom thought about the increase to the water utility bill?
