I means that they are not going to commit to hiring you at this time while they keep looking for someone else. They may call you back, but I don't think that I would count on it.

It is a nice way of saying you didn't get the job. Although it doesn't mean you shouldn't follow up with a thank you note and ask that you be considered for this or other appropriate positions.
