I had purchased an item off of ebay and paid for it through paypal. The item never came, and the seller was eventually cut off for taking money w/out sending items to a number of people. I went through the channels with Ebay for over a month, with no positive results. I then did the same through paypal (owned by Ebay). Eventually, after no action from either company, I went to my bank and credit card (which I had registered with my paypal account). I filed a internet fraud against the seller, and my bank and credit card refunded me 100% and got the money from paypal themselves. It is a LOT easier to have a company w/ muscle work for you than you as a small consumer.
I still use both ebay and paypal, but I am a lot more careful who I associate with in these venues.
I sincerely hope that this helps.

It is very common. Paypal loves to get abuse reports from buyers. This way they can freeze the accounts of both the buyer and seller for months at a time, and collect intereston the money that they have frozen. They have no real interest in resolving the dispute, their only interest is in the interest.

Well i didn't get screwed by them, but i have recieved many e-mails from them stating they don't have my information ( stuff they need to secure payments), the thing is i have never signed up for anything with pay pal.I was on ebay searching for some old tv series dvd's, the next thing i know their sending me all these e-mails. I tried to contact e-bay, but they say i have to mail personal info to clear up the matter.I'm like forget it i just won't shop with e-bay. Just be careful there are a lot of scams out there and e-bay has been hacked in the past.

Yep. But thats what ebay does with paypal. Its a bank, and like a bank, they have to get the majority of their profit margin from account holders.

No, but there are spam e-mails being sent out by "paypal" - type spammers - I highly recommend everyone checks out their accounts with pay pal themselves rather than clicking on a link. Just my thought =)
