There are services other than text-messaging available called VRS. Or Video Relay Services, which allows a users to utilize sign language that will be communicated by a third-party. Although is this can be quite costly when compared to TDD (telecommunications device for the deaf) devices which look like a phone receiver with a keyboard. Also known as TTY(telephone typewriter or teletypewriter).

Easiest thing would be the text message, but we have video conferencing which is great if you can both user Sign Language.

There are several ways that deaf people can call each other, or hearing people.
One is by using the Minicom phone service, where they type into a keypad and the phone the other end displays the message. Another is by webcam so they just sign to the camera.
Of course there's also e-mail and instant messaging, and the service mentioned by someone else where they type a message to an operator.

Yes they can. My cousin is deaf and she calls through an AT&T Service. She types out her part of the conversation and the operator reads it to me and types my reply back to her.
