You can buy electronic gravel vacuums that will travel directly to your sink to make life easier. As far as fish behavior, all fish are different.

Some of my fish do it too. There is nothing to be worried about. Sound waves travle through the water and when you walk by the tank they can get a little startled by the vib in the water or the movement on the side of the tank.
As for cleaning I have a 29 and a 10 gallon that I use a grave vac on. its the best way to get all the left over food and waste out of the rocks. But only do about a 25% water change. When it comes to fish tanks, clean water is not healthy water. You want to keep some of the build up in the tank. You only should do a 100% water change once a year. And when you do that you should save at least half of the water from befor so you have some of good stuff that the tank needs to start a new life cycle.

Hard to say - what kinds of fish do you have? Is this a freshwater setup or a Marine one?
By cleaning I'm going to assume you mean routine maintenance. If you are not doing water changes on a weekly basis I would recommend doing so (if and only if your tank has already fully cycled - which again I'm assuming it has).
Once a month I would vacuum the gravel (assuming you have gravel and not some other form of substrate) at the bottom to get rid of fecal material that has not been caught up in your bio filter, or just dissolved all together.
Lots of what ifs so this is a tough one to answer.

Some fish are more timid than others.The easiest way to clean the tank is by buying a bunch of snails.Whether your tank is salt water or fresh,snails will do the trick.The more the better!!

Some fish are more skittish than others and may get used to having people around the tank over time if they aren't threatened or harassed. And some of the more effective ways to clean a tank without getting wet are using a siphon, those stupid magnet things, and a long stiff bristle brush or scrubber (I find it hard to get leverage though). but it really depends on what you are trying to clean is it algae, waste, gravel, calcium (lime away works wonders if you make sure to wash away all traces before readding it to the tank.) or something else?

The fish get scared of the sound and sight of someone walking near, but if you just sit and watch, the come back out. As for cleaning your tank, if you have rocks, get a vacuum, you can get them at petstores and walmart, and if you have sand, get hermit crabs, they sift throught the sand and clean it. to clean the glass, go to the pet store and get a 'magni-float' i think its called. Their two magnets one has a real soft side, and one has a really rough side. you just put the rough magnet on the inside of the tank, on the glass and the other on the outside, then you just move the outside one and it cleans the tank.

I assume that the one fish is a terrorist or may be gay. It seems to be hiding something, have you thought about taking the tank on the Judge Judy show? I bet she could find the root of this problem.
