I don't know if you mean political or social change, but I think changes are organic and in many cases legislation is a result of changes in society, rather than the government making a law that engineers social change.
For example the acceptance of homosexuality in western society is not complete, but you don't get put in jail just for being gay now.
More rapid changes in the way we think and behave often seem to be the result of drastic circumstances, such as in the aftermath of 9/11.
I think modern communications and the media are facilitating more rapid change in many areas.
That's a really thought provoking question.

It is called evolution all creatures evolve in some sort of way otherwise they die out if they cant change then they can't adapt to their enviroment and the ones that do survive change for the better of the society

Change first have to start with ones
self, when u can strive to change then,
u can be an example to others.
Interaction is important without it there would never be change.
