Like the first person, I don't think of one country; I picture a map of western Europe.

I suppose the United Kingdom (though an American might say "England" or "Great Britain", even though those are only parts of the whole) first comes to mind, partly because of our long history intertwined with that country and the United States. Travelling east, it's not the first European territory you'd hit (Greenland, a department of Denmark, Iceland, and Ireland would qualify for those spots in that order), but the United Kingdom has so much cultural resonance and commonality with Americans that without the perception of our cultural heritage in another country, the U.K. would be in many minds representative of greater Europe. Rather unfortunate, eh what?

France, because as a British person I associate Europe with the European parliament which I associate with pointless bureaucracy which in turn makes me think of France for some reason.

France.

..seems the most relevant to North Americans, given their history of democracy, their size, thier cultrual and historical contributions and their proximity to England - as "the Continent"... also in my case, becase I am Canadian

EDIT:
I don't consider UK as "Europe" per se (and neither did they really until joing the EU and always distanced themselves from the Continent..)
