the male dogs penis swells and gets stuck to ensure that the female doesnt run off and mate with another male. being the b@3h that she is the puppies probably wont be his if they separate immediatly after. this ensures that at least theyl be his offspring and therefore secures his bloodline.

dogs have small barbes on the lenth f there penis to help them stay joined these are not visable until the penis has swelled and is fully erect untill the swelling has gone down approximatly 20 mins later the dog should then naturaly seperate.
