I think you can use Nail Polish Remover but make sure it's not dripping off your dogs' nails. Because if he drinks some I don't want anything to happen to it.

as to how to get the nail polish off, depends on where it is. I'd use nail polish remover, and then bathe him to prevent him from licking it off.

do not use nail polish remover. It can harm your dog's skin. You'll probably have to the hair off where it is. Call your vet to be sure.
