Go to www.download.com and get yourself a copy of freeware called ccleaner the will help you remove temp files that have installed onto you PC. Just click in boxes that you need to clean.

Well, if the install of Windows is clean and you don´t have tons of start up programm and your pc is still slow, the only two things you can do are: 1. Overclocking 2. Buy a new CPU. Also it can be hard drive related or RAM related. Get an PC analysis programm running and see what´s going exactly wrong.....

Try Start > Run > type msconfig> OK> Choose Startup tab on the right hand side >Clean some programs that you don't use by get rid of the check mark.
If any problem come up after, you just need to put the check mark back. Just use trial & error method if you don't recognize the program inside. Hope it helps

Depends on the version of windows you have. 98 is notirously slow, but even WinXP can be reinstalled from time to time. If you have only 256 Meg of RAM, consider an upgrade to take advantage of XP's features. Also try cleaning out old CACHE files and cookies.

Many ways you can improve the performance/speed of your PC. Listed below are several ways.
1. Install more RAM (memory) if your M/B supports it
2. Install a new and faster CPU (preferably dual core or with HT)
3. Install a new and faster Harddrive (SATA, SCSI)
4. Tweak your system using 3rd party tools
5. Turn off unnecessary services
6. Uninstall unnecessary software
7. Frequently run disk utilities like Disk Cleanup, Disk Defragmenter, CHKDSK
8. Remove unnecessary starup programs
9. Install Anti-Virus, Firewall, and Anti-Spyware programs and keep them up to date.
10. Reboot occasionally.

You need to clean it up (viruses, spyware, unused programs launching at start-up, etc.) As to spikes in CPU usage, you don't use Norton Antivirus by any chance, do you?
