Melanin is not necessarily evenly distributed over our bodies. Get a self-tanning lotion that is made for faces, one of the newer ones that gives you a "glow" rather than and deep fake "tan". That will help even out your look. Continue to use sunscreen to protect your face from burning and sun damage. You can't change your biology. All you can do is work with what you've got.

When you work outside do you wear a hat? Do you usually have your head down (assuming that you're doing yard work) and not up where the sun can hit your face? Maybe that's it. Or you can try sun tan lotion to make your face tan more easily. Not sure how safe that is though, because sunblock actually blocks the sun and prevents skin cancer I don't know what sun tan does...

your body tans as a means of "protection" from the sun. Your face is exposed the most throughout your life. The rest of your body tans as a way to protect itself from the sun because the sunlight is new, or too infrequent to have a permanent reaction. Your face is just used to the light therefore doesnt need to tan.

WHOA, if you have freckles, you shouldn't be in the sun. Put on long sleeves, wear a big hat and wear sunglasses. SP60 Sunblock is recommended.
Light skinned, freckled, blue eyed, green eyed people have to be very careful.
Haven't you heard about the ozone layer hole?

Nothing is wrong with you. Some people tan well, some don't. Some people tan evenly and some don't. You're just one that don't! But please don't try to hard! I hate it when people who don't tan well go to tanning beds everyday anyway even though it does them no good; Usually their skin stays "red" all the time and they don't realize it because they're used to it. It looks really hideous!!!

Do you only wear sunscreen on your face? If so this could be the reason your face doesn't tan.
