Only doctors that are specially trained can do surgery, and most surgeons are specially trained to do certain kinds of surgeries. There are names for the various kinds of doctors and what their specialties are. A long time ago, when there weren't very many doctors in local areas we had general physicians who had to do everything, including surgery. but nowadays there are enough doctors in many parts of the world, tho not all parts, and hospitals that specializing is more common.
Internists, or internal medicine are the doctors that most people have as main doctors, and if we have any serious thing wrong with a particular part of us, the internist will refer us to a specialist in whatever is necessary, including a general surgeon, a brain surgeon, a hand surgeon, a face surgeon, or whatever, like a dermatologist, urologist. It is very hard to be enough of an expert in everything to do a really good job in everything.
to specifially answer the question then, no kind of doctor does surgeries , not dermatologists, nor urologists, nor internists, nor podiatrists,, without special training to do that kind of surgery.

Most don't. Surgeons do surgeries :). There are many other types of physicians; family physicians, obgyns, dermatologists, cardiologists, etc. They at least dont do the big surgeries.

My family doctor does not do surgeries and in an emergency (think knife wound) will send you to the emergency room for stitching.

She's a board certified internist.

Im a doctor of philosophy,so im not really supposed to do surgery
It doesnt stop me though
I just love the feeling of internal organs squishing in my bare hands,the throbbing of blood against my tongue

your question should be which doctors do surgeries, it will be shorter answer than your question. there are numerous medical specialties and you will just be bombarded with all different specialties when you want those that can do surgeries. any MD with surgery in their specialty can do surgeries. Neurosurgeon, general surgeon, ob/gyne surgery, orthopedic surgeon, cardiac surgeon, thoracic surgeon. eent...plastic...vascular... renal....etc
