Perhaps his intentions are sweet but his mind is on something else....if this is his normal behavior he has alot going on in his mind and doesn't seem to be able to focus on getting to know you better.

It usually means he doesn't know what he wants. Men are fickle creatures. You're wasting your energy trying to de-code them. Give him enough space, and if it's meant to be - it will be.
