First go to their nearest Neighborhood Police Post (NPP) and make a Lost Report for her Passport and Green Card. If you cannot find a NPP go to the nearest Police Station in Tanglin, Clementi or Cantonment Road. With the Police Report, you could ask your friend to go to the Embassy of France in Singapore at:

I'm sorry that your friend had lost her passport ..I've had the same problem in Singapore three years ago. What a headache! Yes, Standtall and waterdancer are right, definitely make a police report immediately and go to the French and US Embassies. In my case it happened during the weekend so it took me 3 days to get my temporary passport to get out of the country. That deffinitely taught me to be very very careful ... life sucks without a passport when you're in a foreign country! ;)

Please tell her to make a police report IMMEDIATELY. There are cases of thefts regards to passport as some illegal syndicate uses it for underground works.
Once a police report is made, the police may be able to advice her on what to do.
With the police report she should lodge a lost of passport with the French Embassy then another lost for greencard at the US embassy.
