Alan Moore gave us possibly the most creative example of a Green "Lantern" and he's never seen again. Bring him back!

I know what you mean, except I thought his name was Rot Lop Fan. As the Green Lantern -- or maybe it's more appropriate to say the F-Sharp Bell -- of the Obsidian Deeps, perhaps the reason his character hasn't been brought back (along with the Obsidian Deeps, for that matter) is that he'd be hard to work into a story.

Think about it; Rot Lop Fan lives in an area with no concept of color or light, which is why "Green Lantern" was untranslatable when the Guardians through Katma Tui offered him membership. To suddenly and dramatically expand his universe to accommodate what he has no prior experience with -- color and light -- may drive him mad. And with the energies of a power ring at his command, that could be disastrous. (Though that might make a good story itself.)

Though it's interesting to see how Mogo (a living planet, the protagonist from another Alan Moore Green Lantern story) interacts with other members of the Corps, or indeed how he can at his size, too. But he evidently does, so something's sure to be worked out for the F-Sharp Bell too. Perhaps you should write the story; even if it never sees the light of publication -- DC's particularly nasty about unsolicitied manuscripts -- it'll be a story that satisfies you, and that's ultimately all we can ask from anything we read and experience.
