It's just a custom. Here in Holland it went from two kisses, to one kiss, to two kisses, then 3 kisses for a while, and now more and more people are back to 2 kisses.
In some asian countries it's sometimes even 5 or 6 kisses and then you have cultures like muslims where men even kiss. Here that would be considered gay.

Not all Europeans do this, for example in the UK people tend to just greet each other by hugging, or shaking hands. It's a nice custom though.

I am not absolutely positive of this, but I think Europeans are such a loving friendly and open culture. Kind of like where I live, we kiss or hug everybody when we greet them. That is our way of expressing warmth and friendship!!!

That is their greeting, sorta like we shake hands. When I went to Guatemala, they did something somewhat similar.
