Obviously it is something inside your steering column. Takes special pullers/tool to get into column to check out switch and horn ring. Something is causing a short to ground. That's why horn is going off.

If it's in the shop and they don't know, you'd best get it to a real shop. There aren't that many things that can cause your symptoms in this car. I'm going to wager that you have a multifunction switch that is defective/broken or that the clock spring is stuck. Either way you should not attempt to fix that yourself sicne the truck has an air bag and only qualified technicians should ever service an air bag system.

I would take the steering wheel off. There is a nylon. well, there mostly made out of nylon. Its under neath the steering wheel ( Inside) you will need a steering wheel puller to get the steering wheel off. Oh, you might want to unplug your horn while doing this. As it will be a pain in the --- . beeping.. You will notice or should i say, you should see this device, and it maybe worn, or a piece maybe broken off. Go to the dealer or junk yard and get another one... Hope this helped.....

it sounds like there is something binding inside your steering column, or the turn signal disc might be broken causing a short in your horn, also in the column

Once this problem is a thing of the past you'll be able to laugh hysterically at this :o)
It's probably something in the steering column.

Buy a turnsignal switch from the junk yard for about 35.00 a new one will cost almost 100.00. I had the same problem with every GM product I've owned.
