Ask him yourself what he meant. If you really do love him, you should be comfortable enough to ask for clarification.

Well, since he held you when he said it, it seems like he's wanting to take things to the next level. Honey, it doesn't matter what you should have said because we don't have the ability to turn back time. What matters is what you say now. I'm sure that you were very nervous when you said it but you've got to congratulate yourself for having the guts to say it in the first place. Anyway, you should sit down with him and talk about things. Find out from him where he sees things going and if it's where you'd like them to go, he's a keeper. If he's not even willing to talk about it, you know what you gotta do. Good luck!

There are many unknown details before an accurate answer can be found. How long have you been together? If you've been together a long time he may have marriage on his mind OR maybe he thinks you have marriage on your mind.

He could be at a loss on how to proceed, perhaps this is the first he's heard "I love you."

The best response would have been "I love you, too." This wasn't the case and now you're left hanging. You may want to ask him if he feels the same.

It means he isn't at that point in the relationship yet. Some guys take longer to be able to say "it". So instead we try to fill in the awkward silence and in turn 90% of the time say something stupid.

That means for whatever reason, he doesn't feel the same right then...I'm in the same situation right now, she told me, and I'm not going to lie about something that serious, so I'm waiting to see how things develop, but you can't change how you feel, so just be patient

'oops, sorry, did I say that? I meant to say "I love shoes. I've really got to get to Payless for their big shoe sale. I'll call you later." then forget about him.
no big deal, life goes on. just avoid him for a while until the embarrassment has passed. you'll be ok.

I think he was asking if you two could make love. Your response should have been, "What would you LIKE to do?" Then take it from there.

Maybe he means that he loves you too and just wants to know the next step of your relationship, like should you move in together or get married, or maybe you'll have to ask him. :)

I would of said "What are we going to do about this?........What does that mean?" That is very confusing but guys can be very dumb sometimes in certain situations.
