Right now, you need 20 million dollars to go into space for a few days... going to mars is a 6 months trip(1 way)... much more complicated. (in terms of $$$$)
Sending people to other planets costs A LOT OF MONEY. Therefore, we'll only send 100 people or so to each planet we want to colonize and let them make babies (and that's the obvious reason why you absolutely need the french: we're the best lovers on that chunk of rock!!!)
My opinion: in 500years, there will be a colony on mars, the moon, and maybe venus. An asteroid mining base will be operational and we will be begining to prepare for a hollow asteroid for a 5000 year trip to the closest star.
Total number of men who would have gone into space until then: no more than a few thousands (for the 500 years)

I believe that we will absolutely have colonies there.
As previously mentioned by another answer, cost is a significant concern and will prevent most things from expanding quickly.
However, I believe that over the next 20 years we will have two technologies that will greatly improve the cost and speed of travel.
First, the Space Elevator. As far fetched as it seems to some people, it is possible. I've included a link that explains it in great detail. Essentially it's a ribbon that extends off the Earth with a weight on the end (like whiring a string with a rock on the end). And then you can climb up and down it. Until recently, no material was strong AND light enough to do this, until Carbon Nanotubes were made in 1991. Since then, it's started to take on a more serious following. The projected cost to build it (currently) is 11 billion dollars. However, it would decrease the cost of getting to low earth orbit from 10,000 dollars per pound to 100 dollars per pound. That's a HUGE savings. Not only that, it can also drop things off at the Lagrange points and/or send things out of Earth orbit.
The second thing (a little more tangible) is the VASMIR (also linked below). It's a Plasma rocket that is a lot like the Ion engine, but a little different. With enough electricity, it can severly cut the travel time down to Mars. In talking with it's inventor, he told me that with enough electricity he could sustain 1 g of constant thrust. However, the only way to get that much electricity would require Nuclear reactors in space, and congress recently cut funding to NASA in regards to the Promethius project (which was intended to do just that).
There are even more fantastic plans to use Quantum Entanglement to transfer energy to a spacecraft, which might be feasible in 20-50 years...so you could actually have a water Dam generating the electricity which is transferred via entanglement to a space craft to propel it with something like VASMIR.
The big trick to colonization is available resources. And the main thing humans need is water. So if Mars has large resevoirs of water under the surface, or at the poles, this makes colonization MUCH more probable.
Europa (moon of Jupiter) is another strong possibility for future colonization) (as well as Ganymede and Callisto).

Hmmm... well, if a meteorite hasn't slammed into the Earth or mankind hasn't wiped most of itself away with wars, pollution and whatnot...
Then I'd say yes... there's a slim possiblity that Mars will have been visited a few times by probes; then later by people. Still later maybe (if we're lucky) some form of small research/living facility will have been installed.
However, with the way the global economy is today and how the value of all items bought/sold is growing, those who'll be lucky enough to be living on Mars will either be the incredibly wealthy (someone like Bill Gates or similar in monetary worth) or a critical and necessary part of the science/research complex.
Let's just hope the ants haven't taken over :)
