You should be able to just swop them over, as a general rule.
First question is how old is your computer? Because 'really' old computers running on DOS based programs without Plug'n'Play technolgy need to have their drivers updated (you can still update the driver for your mouse if it has special features not handled by the window's generic driver). But this is very unlikely as I presume you are using Windows XP and a PC with a USB connection.
This means couple of things...have you inserted the new mouse connection into it's socket properly i.e. if it is a USB (blade shape) is it inserted into the PC correctly. Likewise if it is the old PS/2 type (circular shape). Check for loose connection or even a loose mouse wire.
The other option might be that you are installing a wireless mouse or equivalent. Some of these need to have a battery installed. Check on the bottom of the mouse for a place to put the battery. You may need to install a driver for this type of mouse (usually via a CD in the mouse packaging).
Finally, it might be that you have purchased a defective mouse. Check that you original mouse still works and if possible check using another mouse. If both of these work ok, but your new one doesn't it might be a problem with the new mouse. Go back and exchange it (never heard of a new mouse being duff but always a first time!)

You might have to download / install a new driver for the mouse. If the mouse didn't come with any type of CD or Install disk, I would reccommend looking up on the internet the brand and model of the mouse (on the brand's webpage) and see if the website has drivers you can download for your operating system.

does your old mouse have a different plug than your new mouse? If it is a USB (flat) , then windows XP should read it automatically.
if it is a round plug, and you are using windows 98, then you have to reboot the computer. good luck.

It should work. You probably haven't plugged it in properly. Unplug it. Turn off your PC. Then plug it back in firmly and boot it back up.
You shouldn't need to worry about drivers! Mice should just work.
