Okay, I saw a news piece about this recently. They suggested washing your face before with warm soap and water. The scrubbing effect actually stimulates the hair follicles and helps to reduce razor burn. You can apply your shaving cream and shave as you normally would. When done shaving, you should rinse/wipe your face with a warm washcloth. I hope this helps.

Before. And the best time to shave is right after a hot shower as your face and beard are softened up and you get a much more comfortable and closer shave at least when using a razor.

I always wash my face once before I shave, I use lather and it allows me to leave the shaving area wet. I also use hat water in that area, a hot towel is good also.
Once I am finished with the shave I wash my face again thoroughly. I always use a shaving lotion after.
I personally prefer an expensive shaving lotion.

Both. Washing with hot water helps soften the beard and makes it a little bit easier to shave.

Washing with warm water rinses the shaving soap off of your skin and prevents chapped skin.

It's better if you moist your face with warm (not scalding!) water if you can't shave after shower. Also you can rinse your face with cool water to close the pores and I would really suggest an alcohol free after shave balm. Finally use a special clean hand towel to dry your face only, don't use the towel you just use to dry the rest of your body or the one which everyone uses to dry their hands.
