Cute question.
They do that to experience, instinctual drives, inert or otherwise, to scan everything for its scent. They certainly have the ability to discern, and reject certain scents.
I suspect that they decide that a human, forcing that, might cause discomfort,,,especially if the human is too forceful,,,seems to be doing it maliciously, and has BAD BREATH!!!!!
I suggest an oppsite for you. Allow others to do that to you,,,,even your DOG.

Good one, never thought of it like that but you are right. I wouldn't know.
I asked my dog while blowing in her face but she snapped at me instantly, haha LOL
I am curious if someone can give a scientific explanation on this one.

Interesting question, but it may have to do with the amount of oxygen in the air. The air outside has much more oxygen then what you exhale, so it may come down to Oxygen Concentration.
