Better in what sense: a better record, or a better run in the playoffs?
If the former, I don't see Cincinnati doing better than the 11-5 record they compiled last season. That's a pretty good record already, you know? Of course, they won't even come close to that if Palmer hasn't fully recovered from his injury.
If the latter...well, again, it depends on Palmer and whether/ how long he stays healthy. I liken the current Bengals to the Colts of a few years ago - only a so-so defense with a (potentially, in the Bengals' case) prolific offense. The Colts haven't fared well in the playoffs of seasons past (I'm not counting the 2005 season - when they did finally manage to put together an impressive D - because I think Dungy's son's suicide put them off their game) because, as the saying goes, "defense wins championships." Although if that were strictly true, it would have been the Bears playing the Steelers (my team, BTW) in the SB in February, wouldn't it?
I don't know about them doing significantly better, but if Palmer gets/stays healthy, they can come close to doing as well as last year, and perhaps surpassing it a little (like making it beyond the wild card round).

If Palmer is healthy then I think they will. The have the same Offensive line. There D-fence has added Big Sam which will help stop the run. It looks like the still can get the turnovers from the preseason game. I think they will once again win the division. The have a long hard road ahead of them, they are currently tied 2nd with the hardest record this year. I think they have improved personnel from last year, where as Pittsburgh has lost 2 key players.

If palmer starts week1 and has no worries about his knee then they will do better. If he doesn’t start week 1 or can’t focus down the field because he is worried about who might be about to rush him, then it will be worse.
The D needs to step up a bit too in order to help the offense.
I would imagine that 2007 will surely see a resurgent Bengal’s team.

I don't think they will do as well as last year because of their schedule. They had an easier schedule last year and they tied the division(although won it by virtue of the tie-breaker) but they have one of the toughest schedules this year, especially the first four games and if Palmer isn't 100%, it could make for a long season.

Worse, but they'll still be in the playoofs. I say the'll be worse because the Steelers aren't the only other good team in their division now, they have the Ravens to compete with for the division titile

I love all these answers, bungal fans must be throwing their selves a pitty-party. I don't see very many of them on here, today. They must have read "The Enquirer" Carson is scared, but only half as much as he will be when he gets to Pittsburgh.

All depends on how well Carson Palmer has healed. Without him, they'll be lucky to go 6-10. Also depends on if they can stay out of jail.
