You can't report someone because you hate them, if that's the case alot of people would be in jail. You have to have a reason in order to report someone.

Sure, who's going to stop you? Either pick a reason that sounds good, or just put in that you are reporting them because you hate them. It doesn't mean anything will come from it anyway...
