That is such a difficult question to answer, because throughout history there have been so many.

In modern times, the term "dictator" is generally used to describe a leader who holds an extraordinary amount of personal power. It is comparable to (but not synonymous with) the ancient definition of a tyrant (autocrat). As a result, diverse classes of people are described as dictators, from lawfully installed government ministers like Antonio Salazar and Engelbert Dollfuss, to unofficial military strongmen like Manuel Noriega to stratocrats like Francisco Franco and Augusto Pinochet.

In the modern definition, "dictatorship" is associated with brutality and oppression, most notoriously in the cases of Adolf Hitler, Joseph Stalin, and Mao Zedong, who are known to be responsible for the deaths of millions.

While benevolent dictators are still dictators, they often cannot be compared to the brutal dictators. The "benevolent dictator" is a more modern version of the classical "enlightened despot", being an undemocratic ruler who exercises his or her political power for the benefit of the people rather than exclusively for his or her own benefit. Like many political classifications, this term suffers from its inherent subjectivity. Such leaders as Franco, Pinochet, Kemal Atat?k, Anwar Sadat and Fidel Castro have been characterized by their supporters as benevolent dictators, but in all these cases it depends largely on one's point of view as to just how "benevolent" they were or are.

General Parvej Musharaff is the meanest dictator who is still living. He is the person solely responsible for destroying the image of pakistan. Have any one ever heard pakistan connection in terrorism before Musharraf regime. India relation with Pakistan also touched all time low (war time exempted) due to parliament attack and Bombay, Delhi, Banaras bomb blasts. Kashmir issue can not be resolved in his tenure because he does not have honest approach towards solution

George Bush. He has been responsible for over 3000 American deaths on 9/11, responsible for over on 2000 American deaths in Iraq, responsible for over 100,000 Iraqi deaths including innocent women and children, responsible for hundreds of thousands of Iraqi and American deaths and deformities in the future from Depleted Uranium deposits lying around Iraq, and blowing as far as the UK, and he hasn't finished causing death even now..

Many people do not realise yet that he is a dictator, because they believe that there is a democracy in place, but a careful study of the last election will demonstrate that the election was stolen, making Bush not an elected president, but a dictator

There are many dictators in this world...Stalin, Franco, Marcos, Castro to name a few. But the meanest I think is Adolf Hitler. Why? Had it been not for him, there will be no World War and no pointless killings.

Hands down, Adolph Hitler. Wiping out 6 million people in concentration camps alone and then the carnage from the rest of WW II. His ideas were insidious from trying to create a 'super soldier' to using young boys as fodder for his war machine to his desire to 'own the world'. So manipulative he was, that he convinced an entire country that the 'master race' should be tall, blond and blue eyed when he was short, black haired and brown eyed. The biggest irony... he wasn't even German, he was Austrian.

I think it was Qin Shi Huangdi. He was the first emperor who really united China and started building the great wall.

He is said to have been a very brutal man and millions died because of the plans he carried out. He was also obsessed with everlasting life and put lots of energy in his own longevity. Even after he died he caused death because many servants had to accompany him into his grave. I think he even had his own father deported, but I'm not 100% sure about that.

Well, in the long run his rule did the country some good, but hmmm.

I think the degree to which dictators are "mean" doesn't necessary depend on the number of protesters they killed or how they punished their enemies, but rather how they treated their people, their citizens. I think the meanest ones are those who show absolutely no concern for the wellfare of their own people.

Hitler is the worst dictator that has ever lived because he actually put his idea of world domination and purification into power! He also killed millions of people and created a horrible time in history for many different types of people!

Stalin killed the greatest number of people, was the most brutal with the tortures he inflicted, and his actions had the longest standing repercusions. Castro, Tito, the Viet Minh and Khmer Rouge were all at first instruments of Stalin and Stalinism, not independent entities. Stalin was the worst Dictator.
