Some costume shops put their old costumes on clearance evry now and again....see if you have a local theatrical shop, they are great for having inventive costumes. Best of luck.

you can find cute outfits that are cheap in thrift stores and that way you can pick out your own style. the thrift stores around here have cocktail waitress uniforms and halloween costumes people donate, all kinds of things like that, even top hats.

go to any costume website... there are alot of these types of costumes on halloween websites, now is not the time to be buying them though, they are more expencive with halloween coming up!
