If it forms a "bulls-eye" pattern -- a red spot inside a red ring -- you have been bitten by a deer tick and have lyme disease. It is easily treated with antibiotics but you MUST get it treated.

it is jock itch, or better known as a wring worm. get some lotriman, or tinactin. use it for about a week. it will be gone.
