if you are removing 2 teams I would have to say Tampa Bay and the Brewers (would love to say Florida but they have 2 titles). to add 2 teams I would thing Portland Oregan and New Orleans. as for adding a team in Miami it's call the Florida Marlins, and adding a team in North Carolina would probably hurt the Carolina league

Personally I wouldnt because if you take away a bad franchise then you are just going to have a worse expansion team come into the league. It has been proven that it takes longer for an expansion tema to be good than a bad team. Look at the tigers, they were horrible a couple of years ago now look at them fighting the Sox for first place.

Take away Tampa Bay and Kansas City.
Both teams vastly underperform year after year, and are often the laughing stock of the league. They never attract a decent amount of fans to the game, unless there is a big name team playing.
They have way too large of a stadium (and too old in the case of Tampa) to house such a small fan base. Its just a waste of money.
Add Miami and Raleigh, NC.
Miami can replace Tampa Bay. Newer stadium and a much larger possible fan base.
Raleigh thanks to the baseball tradition in North Carolina. I am just interested in seeing if they can host a MLB calibur team of their own.
