I HATE that, and I have always wondered myself. I think it has something to do with when your skin forms the "goosebumps" it pushes the hair follicle up and out, making it seem to grow instantaneously! That sux! :)

I am just going on a wild limb here but I know hair is suppose to keep a person warm. If the person experiences goosebumps, then the hair may grow faster or become more noticeable. I don't truly know the answer to this question but I will tell you that this is a good question. I myself do not notice hair on my legs grow faster when I get goosebumps, hair for me usually takes about a week and a half to two weeks to grow back, (stubble), and about three weeks to notice.

The hair is growing back anyway. The cold chills just makes the stubble more pronounced.

Because when you shave your legs you still have the hair follicle under the skin. When you get goose bumps it pushes the hair out of the skin which in turn causes prickly legs. But don't ask guys about it, they don't believe that it's true.

It is just the hair follicle raised up, as it does when its cold.
The tiny muscles contract to close up to keep "heat" in.
The new hair growth is "stubble", since its not long enough to lay down and often times hair is darker at the root than at the ends. Hence looks more pronounced.

as far as I KNOW, shaving your legs will make it really horrible once it grows. if you don't wanna see that black curly hair growing on your legs, then shaved it everytime you go bath. otherwise, IF you haven't started to shaved it try waxing it and just maintain your legs hairless, OR else that nasty black hair will come out.
