And I wasn't even sure if it was a child upon getting a better look, overly distracting my driving ability! I could not tell if the person was under or over age 18! WHAT A DILEMNA!

You are too funny........If there was only one child present then technically you could exceed the 20 MPH limit and argue this in court if you were cited for it.
If the sign caused you to have an accident because you were so distracted by trying to determine the age of the person then you could probably sue the municipality or state or whoever erected the sign for causing your accident.

The reason for the sign is that you were driving through an area where children often are and it does NOT matter if you only saw one child at the time you drove through, the sign is to make you beware in case children are there at the time you or anyone drives past!

Why not just slow down in that area anyway? All the while you're considering this law to be silly and trying to find ways to discredit it in this fashion, you're not concentrating on the road; imagine if you were 'trying to get a better look' and three children ran out of a nearby drive or bushes in front of your car.

Just slow down.

Slow down anyway. You can do all the "hair splitting" but any way you cut it, if you get pulled over, you'll still get the ticket, and if you fight it in court, you'll still have to pay for it.
