Does anyone know when the Energy Policy Act of 2005 will actuallyy be enforced?

SPECIFICALLY THE WATER FLOW REQUIREMENTS RELATING TO COMMERCIAL KITCHENS. APPARENTLY THERE IS LANGUAGE IN THE ACT TO CURTAIL WATER USAGE ON "PRE-RINSE" UNITS WHICH CLEAN FOOD AND DEBRIS FROM DISHES, POTS AND PAND BEFORE THEY ARE LOADED INTO THE ACTUAL COMMERCIAL DISH WASHER. THE FEDERAL GOVERNMENT HAS WRITTEN THE REGULATIONS NOW IT IS UP TO THE STATES TO ENFORCE IT, BUT WHEN?

I'm not really familiar with this, but I can tell you that most states don't have the money OR the time to enforce this, even though it's important to the environment. They're bogged down with their own previous issues.
