Well to answer your question we have to know what lady youre talking about.
But in general, it could be for any number of reasons. She may have:
1. Laughed so hard at you she peed herself
2. Fell into a big puddle
3. Been overly aggressive while washing the dishes this morning
4. Just pulled her panties out of the washer
5. Went swimming in her underwear due to lack of bathing suit
6. Really excited because she just saw Fabio on tv.
7. Didnt make it to the bathroom on time (gotta go gotta go right now)

Because the vagina is a hole into a womans body. The vagina has secretions or vaginal fluids that leak onto the panties. Thats why it is a good idea for women to wear panty liners.
