That is why they call it BETA... I tell people again and again to avoid Beta versions, because it can be a costly mistake to be a Microsoft Guinea Pig.
Here's probably what is happening. You have some nasty viruses or spyware or malware on your computer that prevents this. You were going in the wrong direction to fix this. So now you can't even use the internet. You might spend many hours trying to fix this, so here is what I recommend:
You just might be able to get the RESTORE feature to help and go back a few weeks, well before the trouble started. Go to the START menu, and pick Programs. Go up to Accessories and look in the System Tools folder.
If that does not help, then Restore everything:
Make Backups of everything that you want saved = 30 minutes
Insert your RESTORE DISK (or Windows Operating system disk) and reboot, then begin by deleting the disk partion. Then install Windows.... 1 hour
Get Windows Updates... 1 hour
Install your programs... 1 hour
Copy your backup data into place... 30 minutes
Get SpyBot Search & Destroy as well as AD-AWARE and work hard to keep your computer alive.

First try the automatic unnisntall procedure. Go to Add/Remove panel in Control Panel, click on Show Updates and look for IE7. In case it doesn't appear go to windows directory, enable Show Hidden Files, and look for the folder named "$NtUninstallie7beta3$" (it may as well be beta1 or beta2..). There you'll find the unninstall software for it.
If this doesn't work go to System Restore and restore the computer just before you installed IE7!
Before doing this try unninstalling IE 7 as mentioned above after booting XP in safe mode.

Uninstall by going to start Control Panel Add and remove programs Find Internet explorer 7 and click Remove go to http://www.microsoft.com/windows/ie/default.mspx and click download fallow the steps

STILL Alot of problems with ie7 i see.
u need to go control panel, add remove programs and get rid of ie7...this will automatically bring back ie 6 for you

your windows xp is not orginal version and this is uor problem IE7 have validate on microsoft web site and u didnt do it this.When u have orginal product on microsft then IE7 work corectly.I am under the Linux and i am use opera web broswer its much better of explorer use opera
